Dholera SIR: The Future of India’s First Greenfield Smart City is Now a Reality

For years, Dholera was described in the future tense. That has changed. The core infrastructure of India's first greenfield smart city is now on the ground, and the first major industry has started to build. This is a plain look at what actually exists in Dholera today and what it means if you are thinking about investing.

What Dholera SIR is

The Dholera Special Investment Region covers about 920 sq km in Gujarat, which makes it larger than the city of Ahmedabad. It is the first and largest greenfield city of the Delhi to Mumbai Industrial Corridor, and it is built on a plug-and-play model: trunk roads, water, power, drainage and data go in first, so plots are serviced before anyone builds on them. A first phase, the Activation Area, is the part that is furthest along.

The infrastructure that is already built

This is where Dholera has moved from plan to reality. The administrative core, the ABCD building, is operational and houses the City Integrated Operations Centre that runs the city's systems. The internal road network and underground utility corridors are in place across the activation area, along with water and power infrastructure. The industries that anchor it

The single biggest vote of confidence is the Tata semiconductor fab, India's first, being built with Taiwan's PSMC at an investment of about Rs 91,000 crore. Around it, a cluster of electronics, data-centre and aerospace projects has been announced. These companies are not plot sellers, they are industrial anchors, and their arrival is what creates long-term demand for housing and services nearby.

Connectivity

Dholera is built around three connections: the Ahmedabad to Dholera Expressway, which brings the capital region within roughly a two-hour drive; the upcoming Dholera International Airport; and a planned metro and rail link. Each one shortens the distance between Dholera and the rest of Gujarat.

What this means for investors

An operational smart-city core lowers the biggest risk in any greenfield bet, which is that the infrastructure never shows up. In Dholera a lot of it already has. That does not suspend the normal rules of buying land. You still need a clear title, NA-approved land, a sensible location relative to the activation area and the expressway, and a registered sale deed. Treat anyone promising guaranteed, fast returns with caution, and verify every document yourself.
